Full photo editor that opens and saves native Photoshop (.psd) files, free, browser-only by design — there is no official native app (Play Store listings under this name are unaffiliated clones). The browser shell loads in about 15KB — about as close to "free" as a real editing tool gets on a constrained connection. Open photopea.com and add it to the home screen.
